Theme of the year: “Self-determination in the Digital Age”

The Chairmanship of the Luiz Inácio Lula da Silva Institute, through its coordination of Project Coordination, in the use of its attributions,

Makes it known that it is inviting academics and professionals to take part in the selection process for the “Cátedra Presidente Lula” Award, which will be held from 12/01/2021 to 12/15/2021, to undertake remote research, conferences and teaching activities for the Instituto Lula according to the following:

I - PURPOSE AND RULES OF THIS SELECTION PROCESS

Article 1° - Select one (01) Professor to undertake the activities listed in the schedule below which will  be performed remotely during the first half of 2022 according to the work plan presented in Annex A in order to develop the theme of "Popular Sovereignty in the Digital Age" as explained below:

Art. 2° - Applications must be made in English or Spanish, following the rules of this notice, by means of the electronic form provided online by the Instituto Lula, with the attachment and presentation of the necessary and required documentation by the deadline of December 15 2021.

§1° - Candidates residing outside Brazil or foreigners residing in Brazil will have priority. All proposals, conferences and papers must be submitted in English or Spanish.

§2° - Candidates must consult the guidelines and mission of the Lula Institute to observe the pertinence of their proposals. The Laurea must respect the proposal of candidacy to the guidelines and mission of the Lula Institute – “Annex E” of this Notice.

§3° - Proposals that contain premises that harm the exercise of citizenship, the defense of democracy, the rule of law and Human Rights, or which disrespect the legality, gender and ethnic-racial equality or any values ​​recognized by the Organization's United Nations and ratified by the Brazilian Constitution will be disqualified.

II – APPLICATIONS

Art. 3° - As shown in the schedule presented in Article 1, in addition to the activities in the 12 previously selected dates, the chosen candidate  will be required to organize his personal schedule so as to prepare for classes, carry out book content review and prepare for previously scheduled conferences.

Art. 4° - Exceptionally, activities that are not foreseen in the schedule presented in Article 1 and in the Annexes may be solicited based on on previous agreement between the project coordination and the chosen candidate.

III – REGISTRATION

Art. 5° - Applications for the Selection Notice “Cátedra Presidente Lula” must be made between from December 1st 2021 and December 15 2021, through an electronic form (LINK HERE), all information must be complete, with the required documentation attached in PDF format and activity plans as per annexes A and B. They must necessarily include:

● A Copy of the Academic Curriculum;

● A Copy of the Master's and/or Doctor's diploma, duly registered in the country of origin;

●  Declaration from the institution, school, faculty or university that the candidate is employed as a full time or part-time academic including an activity report;

●  Lesson Plan (According to guidelines in the Annex A)

●  Research Project for the Proposed Book “Popular Sovereignty in the Digital Age”

● Signed declaration granting image rights for online class purposes to the Instituto Lula under the terms of the declaration model in ANNEX C.

§1° - The application form, curriculum, lesson plan and research project must be submitted in English or Spanish. The diploma and documentation on academic relationship can be attached as copies of the original documents, with a signed declaration of veracity and guiding the possibilities of proof provided in Appendix D of this Notice.

§2º - The lack of any of the required documents will result in the disqualification  of the candidates.

IV - SCHEDULE OF THE SELECTION PROCESS

Art 6º – Starting and final dates of the whole selection process: December 1st 2021 to December 21 2021

Art 7°- Submission of documentations: December 01 to December 15 2021 

Art 8°- Stage 1: analysis of submitted documentation eligibility: December 16 2021

Art. 9°– Stage 2 – analysis of proposals: December 18 2021

Art. 10° – Publication of the results of the selection process: December 21 2021 

Art. 11° - The Examining Board may, if deemed necessary, call the candidates classified for Stage 2 for interviews about your projects and lesson plans. If deemed necessary to support the selection process.

Art 12° - Selection stages

§1° - Stage 1:

Analysis of the candidates' submitted documentation to check accordance with the Regulation for the Selection Process and eligibility for subsequent stages. Candidates who do not present the documentation in accordance with the rules of this Notice or who do not have the required qualification will be eliminated.

§2° - Stage 2: 

The Examining Board will carry out the selection in this stage taking into account the Title Criteria, Academic Production (publications, presentations at conferences, etc.), the class plans presented and the proposed project for the Book in order to allocate points according to maximum punctuation allocated below:

1.      Profile (Maximum 10 points)

A.  Title: 2 points for Masters diploma; 5 points for Doctorate diploma

B.  Published Articles -  Maximum score of 7 points: (0.5 points for any article published in an international indexed journal; 1 point for international Qualis A level journals according to the Brazilian CAPES academic journal classification system) and authoring of books and book chapters: 0.5 each.

2.      Project and Lesson Plan

A.   Lesson Plan: 5 points

B.   Research Project: 5 points

§1°- All candidates will be notified by email about the selection and the results presented from the Examining Board report.

§2° - The final classification of candidates will result from the analysis of the 2 (two) stages of the assessment.

§3° - The award will be granted to the candidate with the highest score, if he declines, the candidate with​​​ second-highest score will be invited and so on.

§5° - This selection is valid only valid the process this Notice, and cannot be used for any other selection process by Instituto Lula

V - THE EXAMINING BOARD

Art. 13° - The Selection Process will be conducted by an Examining Board composed of 05 (five) Members appointed by the Board of Directors of Lula Institute, taking into account its partners and the board members’ commitment to citizenship. Once appointed, the Examining Board members will elect a Chairman.

§1° - Candidates, their partners, co-authors and any participants in publications or conferences undertaken by the candidates will no be allowed to be a member of Examining Board.

VI – THE AWARD

Article 14° - The selected candidate will be granted the equivalent of US$ 10.000,00 (Ten thousand US Dollars) in Brazilian reals in two installments and according to the payment dates below:

§1° - The selected candidate will receive the first part of the prize the equivalent to US$5,000.00 (five thousand US Dollars) on January 20 2022 - the conversion amount will be determined according to the official foreign exchange rate determined by the Brazilian Central bank or other financial institution from US Dollars to Brazilian real on this date and the second installment of the same amount on April 30 2022 after the delivery of the schedule of activities.

Art. 15° - The Lula Institute has the right to block the payment of the second part of the prize if the candidate does not comply with the schedule of activities proposed in Article 1 of this notice.

VII - GENERAL PROVISIONS

Article 16° -The selected candidate must develop his work plan together with the Coordination of the Instituto Lula during the development of the activities foreseen in the award, according to selected candidate’s proposals for the lesson plan and project of search.

Article 17° -Requests for revision of any stage of the Selection Process will not be accepted.

Article 18° -The issues allegedly not included in this Notice or any other alleged mission will be decided firstly by the Examining Board, and finally by Board of Directors of the Instituto Lula in case of doubt.

ANNEX E - PRINCIPLES AND MISSION OF THE LULA INSTITUTE TO OBSERVE

Tema do ano: “Soberania Popular na Era Digital”

A Presidência do Instituto Luiz Inácio Lula da Silva, através da sua coordenadoria de Articulação de projeto, no uso das atribuições,

Faz saber que estão abertas as inscrições para o processo de seleção do prêmio “Cátedra Presidente Lula”, que será realizado de 01/12/2021 a 15/12/2021, para realização de pesquisa, conferências e atividades docentes, de modo remoto, para o Instituto Lula, de acordo com os seguintes critérios:

I – DA FINALIDADE E DAS PROPOSTAS OBJETO DESTA SELEÇÃO

Art. 1º - Selecionar 01 (um) professor para assumir atividades abaixo discriminadas para serem realizadas de modo remoto, no primeiro semestre do ano de 2022 atividades segundo plano de trabalho no Anexo A, para o tema selecionado de “Soberania Popular na Era Digital”, explicitadas a seguir:

Art. 2º - As candidaturas devem ser feitas em inglês ou espanhol, seguindo as regras deste edital, em formulário eletrônico, anexando os documentos necessários e apresentando documentação comprobatória exigida até o limite de 15/12/2021.

§1º - Terão prioridade de análise candidatos residentes fora do Brasil ou estrangeiros radicados no Brasil. Todas as propostas, conferências e trabalhos enviados devem usar a língua inglesa ou espanhola como referência.

§2º - Os candidatos devem consultar as diretrizes e missão do Instituto Lula para observar a pertinência da proposta. A Láurea deve respeitar na proposta de candidatura às diretrizes e missão do Instituto Lula – “Anexo E” deste Edital.

§3º - Serão desclassificadas automaticamente propostas que contenham premissas que ferem o exercício da cidadania, a defesa da democracia, o Estado de Direito e os Direitos Humanos, desrespeitem a legalidade, a igualdade de gênero e étnico-racial ou quaisquer valores reconhecidos pelas Organizações das Nações Unidas e ratificados pela Constituição Brasileira.

II – DAS CANDIDATURAS

Art. 3º - Conforme demonstrado no cronograma do artigo 1°, além das 12 datas pré-selecionadas, o professor catedrático deve disponibilizar tempo para preparação das aulas, revisão de conteúdo para livro e preparação das conferências.

Art. 4º - Excepcionalmente, atividades que não estejam previstas podem ser convocadas desde que em comum acordo entre a coordenação do projeto e o (a) premiado (a).

III – DAS INSCRIÇÕES

Art. 5º - As inscrições para o Edital de Seleção “Cátedra Presidente Lula” deverão ser feitas entre 01/12/2021 e 15/12/2021, por meio de formulário eletrônico (CLIQUE AQUI), preenchidas todas as informações, com documentação anexada em PDF e planos de atividades conforme os anexos A e B, juntando-se:

⦁Cópia do Currículo Acadêmico dos seguintes documentos:

⦁Cópia do diploma de Mestre e/ou Doutor, devidamente registrado no país de origem;

⦁Comprovante de Vinculo Institucional (Declaração ou Relatório de Atividades);

⦁Plano de Aulas (Anexo A)

⦁Projeto de Pesquisa para o Livro (“Soberania Popular na Era Digital”)

⦁Declaração, nos termos do modelo que consta no ANEXO C, de que cede os direitos de imagem das aulas remotas ao Instituto Lula. 

§1º - A inscrição, o currículo, o plano de aulas e o projeto de pesquisa deverão ser entregues ser em inglês ou espanhol. O diploma e a documentação sobre vinculo acadêmico podem ser anexadas em copias do original, com declaração de veracidade e orientando as possibilidades de comprovação (Anexo D)

§2º - A falta de quaisquer dos documentos exigidos acarretará na desclassificação da candidatura.

IV-DO CRONOGRAMA DO PROCESSO SELETIVO

Art. 11º - A Banca examinadora se permite, caso julgar necessário, convocar os classificados na fase 2ª para entrevistas sobre seus projetos e planos de aula. Caso julgar necessário como apoio ao processo de escolha.

Art 12° - Das fases de seleção

1ª. fase (eliminatória)

Análise da documentação dos candidatos de acordo com o Regulamento para Processo de Seleção. Serão eliminados os candidatos que não apresentarem a documentação de acordo com as regras do Edital ou não tiverem a qualificação exigida.

2ª fase (eliminatória) 

Seleção leva em conta Critérios de Titulação, Produção acadêmica (publicações, apresentações em congressos, etc.), o plano de aulas apresentado e o projeto proposto para a publicação distribuídos da seguinte maneira:

⦁Perfil (Máximo 10 pontos)

⦁Titulo (2 pontos para Mestrado; 5 pontos para Doutorado)

⦁Artigos Publicados: (0,5 ponto para qualquer artigo publicado em revista indexada internacional; 1 ponto para revistas qualis A internacional) e Livros e capítulos de livros: 0,5 cada – Pontuação máxima de 7 pontos,

⦁Projeto e Plano de aulas

⦁Plano de Aula: 5 pontos

⦁Projeto de Pesquisa: 5 pontos

Todos os candidatos serão notificados por e-mail a respeito da seleção e dos resultados apresentados a partir do relatório da comissão de seleção.

§1º - A classificação final dos candidatos será obtida pelo resultado da análise das 2 (duas) fases da avaliação.

§2º - A premiação é destinada ao candidato de maior nota, caso este decline, o próximo da lista pontuação será convocado. 

§3º - Esta seleção é valida apenas para inscritos neste processo, não podendo acumular a avaliação para qualquer outro edital

V-DA BANCA EXAMINADORA

Art. 13º-O Processo Seletivo será conduzido por uma Banca composta por 05 (cinco) Membros indicados pela diretoria do Instituto Lula, levando em consideração seus parceiros e o compromisso com a cidadania. Os membros da Banca deverão definir seu presidente.

§1º - Não poderão participar da banca examinadora os próprios candidatos ou parceiros em publicações e trabalhos desses candidatos.

VI-DA PREMIAÇÃO

Art. 14º - O Candidato selecionado será premiado com US$ 10.000,00 (Dez mil dólares de prêmio) em valor de conversão em dois pagamentos e segundo as datas de pagamento.

§1º - O candidato selecionado receberá sua primeira parte do prêmio (US$ 5.000,00 – cinco mil dólares) em 20/01/2022 – valor de conversão nesta data e a segunda parcela de igual valor em 30/04/2022 após a entrega do cronograma de atividades.

Art. 16º - O Instituto Lula se resguarda no direito de bloquear o pagamento da segunda parte do premio caso o candidato não cumpra o cronograma de atividades proposto no artigo 1° deste edital.

VII -DAS DISPOSIÇÕES GERAIS

Art. 16º -O candidato selecionados deverá desenvolver o seu plano de trabalho em conjunto com a Coordenação de Articulação do Instituo Lula por ocasião do desenvolvimento das atividades previstas na Cátedra, com as propostas relacionadas ao plano de aulas e projeto de pesquisa.

Art. 17º -Não será admitido pedido de revisão de qualquer das Fases do Processo Seletivo.

Art. 18º -Os casos omissos serão decididos primeiramente pela Banca Examinadora para o processamento da Seleção, podendo esta recorrer à Direção do Instituto Lula em caso de dúvida.

ANEXO E - PRINCIPIOS E MISSÃO DO INSTITUTO LULA A OBSERVAR

De acordo com seu estatuto, o Instituto Lula tem compromisso com o desenvolvimento nacional e a redução de desigualdades, visando o progresso socioeconômico do país, assim como compartilhamento de políticas públicas e privadas destinadas à erradicação da extrema pobreza e da fome, ao acesso a educação a promoção da igualdade, a universalização da Saúde, ao desenvolvimento com sustentabilidade ambiental, ao fomento participação política e social dos cidadãos em todas as esferas da vida pública nacional.
